Integrated Statistics is looking for an Environmental Specialist to work with National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NFMS) Greater Atlantic Regional Field Office (GARFO) in Annapolis, MD. This person will assist GARFO with the review of Endangered Species Act (ESA) and Essential Fish Habitat (EFH) consultations, and with the development of programmatic consultations.
This position is concerned with regulatory and analytical processes, not field research.
NOAA NMFS GARFO is responsible for administering the Endangered Species Act (ESA) and Magnuson-Stevens Fishery Conservation and Management Act (MSA) for marine and anadromous species of the Northeast region. As part of that responsibility, GARFO’s Habitat Conservation Division (HCD) strives to protect, conserve and restore habitats of our living marine resources, reviewing thousands of development projects proposed, funded or authorized by federal agencies each year. These projects range from requests for federal permits or licenses to dredge/fill wetlands and waterways, disposing of dredge material in nearshore waters, building coastal structures, to energy development (e.g. wind farms, LNG ports, hydrokinetic facilities and traditional hydro dams). Additionally, HCD works with the Mid-Atlantic and New England Fisheries Management Councils to ensure that Council/NOAA fishing activities also minimize adverse impacts to habitat of living marine resources. If a project or activity may adversely affect marine, estuarine, or diadromous species or their habitat, HCD undertakes a consultation process with the Federal agency resulting in the development of conservation recommendations for the agency on how best to avoid, minimize, or mitigate the adverse impacts of the actions. The consultation occurs after HCD completes a full environmental review of the activities.
Duties
The Environmental Specialist is responsible for these tasks:
- Conducting reviews of various federal actions to determine which are most appropriate for a programmatic consultation.
- Working with federal action agencies to collect information on eligible activities for programmatic consultation.
- Reviewing EFH assessments and other environmental analyses.
- Providing technical analysis of EFH assessments, focusing on best management practices that could avoid, minimize or mitigate adverse impacts to habitat and other NOAA trust resources.
- Conducting literature reviews to obtain background information.
- Collecting, compiling, and analyzing data.
- Drafting reports and reviews.
- Entering data and conduct quality control reviews.
- Attending meetings, conferences, conference calls and site visits; completing documentation as required for site visits.
- Organizing and maintaining filing systems (including electronic filing).
- Preparing map and other geographical displays and conducting analyses as necessary.
Qualifications and Skills
The Environmental Specialist will possess:
- A Bachelor’s degree or higher in natural resource management, biological science, or a closely related field.
- At least eight years of directly relevant experience in the field of environmental policy. Experience in conducting programmatic consultations.
- Demonstrated proficiency in writing technical reports and policy papers in a timely manner.
- Demonstrated project management and coordination skills.
- Track record of working independently with NEPA, ESA, MMPA, MSFCA regulations.
- GIS proficiency; excellent data management skills.
- Demonstrated ability to work independently with minimal oversight.
- Excellent written and oral communication skills.
The position is full-time, with an expected duration of one year. The rate of pay is commensurate with experience and qualifications, and the position is eligible for the benefits described on the Integrated Statistics website.
